(A) All planned developments are subject to either a special use permit (quasi-judicial process) or a conditional district (legislative rezoning process). The special use permit process shall be used when the applicant is able to meet or exceed the city's development requirements and the conditional district is to be used when site-specific flexibility of development standards is needed to achieve the proposed design of the planned development.
