Because minors are particularly vulnerable to being induced to participate in drug abuse and other criminal activities during the nighttime; and because there is a need to protect businesses and other persons from vandalism and other types of criminal activities frequently committed by minors; and because it is important that parents be encouraged to take an active role in the proper upbringing of their children, this section will assist custodians of minor children in the difficult task of child rearing and the city in regulating those activities which are detrimental to the health, safety and welfare of its citizens and to the peace and dignity of the city.
