(A) This section shall apply to the sale of personal property within the residential areas of the city by either:
(1) The display of such personal property upon the premises and visible from the street or other public areas, often referred to as a “yard sale” or “garage sale”; or
(2) Placement of signs upon residential property advertising the sale of personal property.
(B) The owners or occupants of any residential property may conduct up to four sales of personal property upon the premises within any calendar year. No single sale shall be conducted for longer than one day.
(C) No person may sell personal property from residential premises if such personal property was acquired primarily for resale.
(D) “Yard sales” or “garage sales” may be conducted during daylight hours only, generally between the hours of 7:00 a.m. to 6:00 p.m.
(E) On-site signs must be removed at the close of the sale activities, or by the end of daylight, whichever occurs first, each day of the sale. No signs may be placed on city property or public right-of-way. Signs may not, in any way, obstruct the flow of traffic, or the view of motorists either on the road or attempting to access the road.
