Upon the death of an animal or fowl, the owner or harborer thereof shall promptly dispose of the carcass in a lawful and sanitary manner; and, when given notice by authority of the City Animal Control Officer to do so, he or she shall comply with the notice within two hours. Animal and fowl carcasses found on the streets and other public places shall be removed and disposed of by the city when the owner or harborer thereof is unknown.
