It shall be unlawful for an owner or possessor of an animal to fail to remove feces deposited on any public street, sidewalk, gutter, park or other publicly-owned property or private property unless the owner of the property has provided permission allowing such use. Animal waste deposited on private property is unlawful when it presents a threat to public safety.
