§ 80.09 LEASH REQUIREMENT.
   (A)   It shall be the responsibility of the owner or its caregiver (keeper) for his or her dog(s) or other animal(s) to be maintained on a leash on city property. An exception to this section is the City Dog Park or other authorized designated area by the city.
   (B)   It shall be unlawful for any person owning or having possession, charge, care, custody, or control of any dog to fail to keep the dog exclusively upon his or her own premises, or on the private premises of another with prior consent provided, however, a dog may leave the premises only if:
      (1)   A dog is under restraint by virtue of being in the custody of a person and held by a leash, chain, or other device that does not exceed 4% of the weight of the animal and it must be of sufficient strength to maintain the control of the dog by that person in accordance with § 80.03(D) and (E);
      (2)   A dog is under direct control by virtue of being held within a secure enclosure; or
      (3)   A person with a disability has the right to have a service animal accompany that person in all places two which the public is invited, without a leash.
