§ 80.02 ANIMAL CONTROL OFFICER’S RESPONSIBILITIES, RIGHT OF INVESTIGATION AND INSPECTION.
   (A)   The employees of the animal control program shall:
      (1)   Enforce and carry out all laws of the state and all ordinances of the city pertaining to animals; and
      (2)   Be empowered to issue notices of violations of this chapter in such form as the City Council may prescribe.
   (B)   Whenever it is necessary to make an investigation or inspection to enforce any of the provisions of, or perform any duty imposed by, this chapter or other applicable law, or whenever the Animal Control Officer or his or her designated agent has reasonable suspicion and/or probable cause to believe that there exists in any building or upon any premises any violation of the provisions of this chapter or other applicable law, the Animal Control Officer or his or her designated agent is hereby empowered to enter such property at any reasonable time and to inspect the property and perform any duty imposed upon such Animal Control Officer or his or her agent by this chapter or other applicable law.
   (C)   It shall be unlawful for any person to interfere with, hinder or molest any Animal Control Officer or his or her agents in the performance of those duties authorized by this chapter or by state law, or to refuse to release any animal into the custody of the officer upon direction.
