(A) The provisions of this chapter shall apply to all persons upon streets and sidewalks and in all other public areas within the city, including privately-owned property which is open to the public.
(B) The provisions of this chapter shall not be applicable to funeral processions, movements of any component of the armed forces of the United States, movements by the personnel of any governmental agency when in the line of duty, practice marches by public school bands or to students participating in school activities under the supervision and direction of proper school authorities.
