§ 60.02 INTENT OF CHAPTER.
   This chapter shall be construed so as to protect the public peace and safety of the city from infringement either by those engaged in parades, demonstrations or picketing, or by persons undertaking to resist, harass or oppose any parades, demonstrations or picketing.
