§ 51.030 STATEMENT OF POLICY.
   (A)   An adequate supply of potable water is an increasingly difficult and expensive commodity to provide citizens. The individual well-being of its residents and the commercial and industrial vitality of an area indirectly depends upon the availability of a useable water supply.
   (B)   Likewise, the wastewater treatment system is designed to treat and dispose sewage in a safe and sanitary means. When the treatment and disposal is conducted properly, the contamination of the groundwater supply and the threat of health hazards in populated areas is minimized.
   (C)   The city is dedicated to the premise that the water and sewer systems have been paid for substantially by the citizens of the city and, therefore, should be judiciously used to enhance the well-being of all its citizens.
   (D)   The city intends to follow a program of aggressive orderly growth without the over-extension of the resources which could result in a long-term devastating effect upon the municipality. The city intends to comply with its growth policies as enumerated in the Whiteville Land Use Plan. The city will attempt to provide water service to all existing homes and new homes not currently served on existing open and dedicated streets within the constraints of money and budgets. The priority for new services will be less than for existing customers.
   (E)   Furthermore, the city intends to cooperate with the county where at all possible on any program which will mutually benefit both governments and their citizens. The city will continue to strive to improve all services in all areas which will compliment the city’s quality of life without endangering the city’s fiscal responsibility.
   (F)   All existing and future users within the city limits or its existing service area may be served by the city subject to the availability of capacity.
