(A) The City Manager may promulgate rules and regulations governing the use of the city water and sewer systems, making connections thereto and for other purposes in the implementation of this subchapter. The rules and regulations, when approved by the City Council and placed on file in the office of the City Clerk, shall be binding on all persons to whom they are made applicable, and it shall be unlawful for any person to violate or fail to comply with any rule or regulation.

(B) (1) The Water Supply Plan entitled, Water Supply Plan for the City of Whiteville, North Carolina, dated November 2, 1993, is hereby approved and shall be submitted to the appropriate state agency.
(2) The City Council intends that this plan shall be revised to reflect changes in relevant data and projections as determined by the requesting state agency, in accordance with the statute and sound planning practice.
