No person shall throw, deposit or cause to be thrown, dropped or deposited on any land in the city, vacant or occupied, including specifically streets, alleys, sidewalks and other public and semi-public areas or in any waters under the jurisdiction of the city, any waste, garbage, trash or solid waste, unless the same shall be deposited in accordance with the provisions of this chapter.
