The authorized municipal Fire Department of the city or municipal emergency response team responding to a hazardous materials emergency within the territorial jurisdiction of this chapter, or in accordance with a contract, mutual-aid agreement or inter-local undertaking, and having reasonable cause to believe that a hazardous materials emergency exists, shall remove, abate or remedy the emergency to the extent of its authority and capabilities.
