(A) This chapter shall be deemed an exercise of the police power of the city for the preservation and protection of the public health, safety and welfare, and for enforcement of the State Building Code; Fire Code as it applies. All the provisions of this chapter shall be liberally construed for that purpose.
(B) Nothing in this chapter shall be construed to conflict with the provisions of the General Statutes pertaining to fire prevention. In the event of an ambiguity between this chapter and a provision of the statutes, the latter shall prevail.
