Gifts, grants, bequests or donations of any personal or real property that shall be given to the city for the present use or possible future purposes for the city’s Parks and Recreation Department. Any gift, bequest of money or other property, any grant, devise of real or personal property so acquired shall be held, by the city, used and finally disposed of in accordance with the terms under which such grant, gift or devise is made and accepted; and shall be in accordance with the policies established by the city and the Local Government Control Act, being G.S. Ch. 159, Article 3. Funds received from all sources shall be deposited with the city’s Finance Officer in compliance with the Local Government Control Act, being G.S. Ch. 159, Article 3 and in accordance with any conditions or restrictions which would not require the city to discriminate among its citizens on the basis of race, sex or religion.
