§ 22.035 AUTHORITY AND PURPOSE.
   (A)   There shall be a Parks and Recreation Advisory Committee for the city, established and continued under the authority of the General Statutes. The purpose of this advisory committee shall be to serve as an advisory body for the Department of Parks and Recreation.
   (B)   This Committee shall not directly exercise administrative or supervisory authority or responsibility over the Parks and Recreation Department staff.
   (C)   The Committee shall recommend policies to the Parks and Recreation Director or his or her designee. The Parks and Recreation Director will submit Committee recommendations to the City Manager and/or the City Council for appropriate action.
   (D)   This Committee shall consult with and make recommendations to the Parks and Recreation Department Director in matters affecting parks and recreation policies, programs, and the acquisition and disposal of lands and properties related to the total community parks and recreation program, and to its long-range projected program for parks and recreation in the following areas:
      (1)   Evaluation of recreation resources, problems and possible solutions;
      (2)   Plan capital improvements and operational program changes;
      (3)   Allocate the use of athletic fields, supplies and equipment to various programs participants;
      (4)   Make policy recommendations to the City Council;
      (5)   Sponsor, or refrain from sponsoring, individual athletic leagues, tournaments and open play options;
      (6)   Develop an annual report, including submitting minutes, to the City Council; and
      (7)   Assisting the Parks and Recreation Director with the annual budget preparation.
   (E)   This Committee shall serve as a liaison between the Parks and Recreation Department and the citizens of the community in parks and recreation matters.
   (F)   Members of this Committee shall serve as advocates to the community and to the City Council in promoting the Parks and Recreation Department as it seeks to enhance the quality of life for its citizens.
