§ 22.021 AD HOC COMMITTEES.
   (A)   The Council re-establishes the Human Relations Committee and the Community Appearance Committee.
   (B)   The Council confirms that these two committees shall operate and function under § 22.020.
   (C)   The Human Relations Committee and the Community Appearance Committee shall be advisory bodies that provide recommendations to the Council and shall not expend or commit any city funds without the Council’s expressed approval; nor shall it create any obligation on the part of the city by making and/or entering into any agreements or contracts binding the city, the creation of any such obligation and the making of any such agreement being the jurisdiction of the City Manager and the Council.
   (D)   These ad hoc committees are primarily charged with advising the Council on matters associated with developing and operating the designated functions or tasks as assigned by the Council so to provide the residents and the public at large with educational, historical and environmental benefits.
