§ 22.002 COMPOSITION; VACANCIES; QUORUM.
   (A)   The Housing authority shall consist of five Commissioners, one Commissioner being a resident member, each Commissioner appointed by the Council for a term of three years until a successor has been appointed. Beginning January 1, 2021, members shall be appointed to serve for a term of three years. Three members shall be appointed to serve for a term of three years, and two members shall be appointed to serve for terms of two years. Thereafter, all members shall be appointed to serve for terms of three years, or until a successor is appointed and qualified. Terms begin on January 1 and end on December 31. Members serve at the pleasure of the City Council. No Commissioner shall be a city official. Vacancies will be filled by appointment by the City Council for the unexpired term(s) The Council shall make a diligent effort to ensure that the diversity of the community is represented on the Housing Authority Board, taking into consideration gender, age and racial characteristics of the city’s communities, as well as making sure that appointees live within the corporate limits, extraterritorial jurisdiction (ETJ) or the service area of the Whiteville Housing Authority.
   (B)   Three commissioners shall constitute a quorum. The City Clerk shall issue a certificate of the appointment or reappointment of any Commissioner, and the certificate shall be conclusive evidence of the due and proper appointment of the Commissioner, Certificates of Appointment will be filed in the City Clerk’s Office, in the whiteville Housing authority Office and provided to the appointed commissioner. A Commissioner shall receive no compensation for his or her services but shall be entitled to the necessary expenses, including traveling expenses, incurred in the discharge of his or her duties.
