The City Council, heretofore having determined and resolved that unsanitary and unsafe inhabited dwelling accommodations exist within the city and the area beyond the city for ten miles and that there is a lack of sanitary dwelling accommodations in the city and the ten-mile area beyond the city, does hereby determine the resolve that these conditions still exist, and therefore, the Housing Authority, heretofore created pursuant to the State Housing Authority Law, shall also continue in existence.
