The City Council may, by resolution from time to time, adopt any rules as may be necessary or desirable for the government of its proceedings and the transaction of its business. The rules may provide, among other things, for the attendance and conduct of members and city officers at meetings, the attendance of witnesses and the producing of books and papers at meetings of the City Council or any of its committees, the appointment, powers and duties of standing and special committees, proceedings relating to claims against the city, proceedings relating to appeals from administrative officers or boards, the order of business at meetings and all other matters which by general usage are appropriate for inclusion in the rules of a legislative body and which are not inconsistent with law, the Charter or this code. City Council shall adopt a formal set of rules for operating on parliamentary proceedings.
