§ 11.01 REDEFINING THE BOUNDARIES OF THE EXTRATERRITORIAL JURISDICTION.
   (A)   The City of Whiteville, by ordinance adopted November 27, 1973, initially established boundaries for the extraterritorial enforcement of the following ordinances:
      (1)   Zoning ordinance;
      (2)   Subdivision regulations; and
      (3)   Ordinance creating:
         (a)   The Municipal Planning Board; and
         (b)   The Municipal Inspection Department.
   (B)   The boundaries of the extraterritorial jurisdiction are hereby amended as set forth and delineated on a map entitled “City of Whiteville, North Carolina, City Limits and Extraterritorial Limits”, dated June 6, 1994, prepared by Soles & Walker, P.A., Registered Land Surveyors, a copy of which is on file in City Hall of the city and a copy of which is to be recorded in the office of the Register of Deeds of Columbus County, North Carolina, in Plat Book 58, page 46. The boundaries are further fully set forth and delineated in a written description as Schedule “A” and which is incorporated by reference for further particularity of description.
   (C)   The official copy of this section and map shall be on record in the office of the City Hall for public inspection during normal business hours. The Clerk shall cause a certified copy of this section, map and any subsequent amendments to be recorded in the office of the Register of Deeds of Columbus County.
   (D)   (1)   All provisions of the following ordinances of the city presently in effect are re-enacted and incorporated herein by reference for the purpose of extending the jurisdiction and enforcement of the ordinances within the extraterritorial jurisdiction area redefined by this section:
         (a)   Zoning ordinance;
         (b)   Subdivision regulations; and
         (c)   Ordinance creating:
            1.   The Municipal Planning Board; and
            2.   The Municipal Inspection Department.
      (2)   All of the ordinances are further amended so as to extend the jurisdiction thereof within the extraterritorial area redefined herein. Any parts of the ordinances which are in conflict herewith are hereby repealed to the extent only of the conflict.
   (E)   If any section, division, sentence, clause or phrase of this section is for any reason held to be invalid, then the decision shall not effect the validity of the remaining portions of this section. The City Council hereby declares that it would have passed this section and each section, division, clause and phrase thereof irrespective of the fact that any one or more sections, divisions, sentences, clauses or phrases be declared invalid.
   (F)   The zoning map of the city is hereby amended as necessary so as to extend the boundaries of the zoning map to coincide with the boundaries of the extraterritorial jurisdiction herein redefined and re-delineated.
   (G)   This section shall have full force and effect from and after the date and hour a copy hereof is recorded in the office of the Register of Deeds of the county.
