If any existing building or improvement connected with and using the sewage system of the city is purchased, leased or otherwise taken over for use as a place for manufacturing products in such a manner that by-products or wastes are to be disposed of by and through the sewage system, the person intending to use the sewage system for such purpose, shall before doing so apply in writing to the city for permission so to do, and shall not use the sewage system in connection with such manufacturing process until approval is given therefor by the city, and upon the same being so given or refused, the action of the city shall thereupon be spread upon the city records.
