No person, except a city employee, shall tap any water pipe or main of the city, nor shall any person except a city employee, cover up any sewer or water line in a street, alley or other public place, nor shall any person tap any sewer except through the “Y” already therein, except by special permit of the city, in the manner directed and in the presence of a city employee duly authorized by the city.
