(A) Petitions, duly signed, may be presented to Council requesting an amendment, supplement or change of the regulations of this chapter by:
(1) The Planning Commission; or
(2) By the owners of 50% or more of the real property area to which the petition relates.
(B) When a landowner requests a change in the zoning classification of his or her land, his or her request will be accompanied by a fee payable to the city in an amount to be determined by Council.
