§ 154.169  APPEALS FROM BOARD OF ZONING APPEALS.
   (A)   Any appeal of decision of the Board of Zoning Appeals must be taken first to the City Council and then to the County Circuit Court.
   (B)   Such appeals shall be based solely on the record made before the Board of Zoning Appeals.
