(A) The Board of Zoning Appeals shall adopt such rules concerning the filing of appeals and applications for variances and exceptions, giving notice and conduct of hearings as shall be necessary to carry out its duties under the terms of this chapter.
(B) The Board shall keep minutes of its proceedings, keep records of its examinations and other official actions and shall record the vote of all actions taken. All minutes and records shall be filed in the office of the City Recorder and shall be a public record. The Board shall make a written report to the Council each July covering the period from July 1 of the previous year through June 30 of the current year.
