(A) A permit shall be required prior to the erection or alteration of any building, structure or portion thereof, prior to the change or extension of a nonconforming use.
(B) It is the landowner’s or lease holder’s responsibility to apply for a permit, which responsibility he or she retains even when the actual preparation of the application is undertaken by someone else. No permit shall be required in these cases where no change in total spaces is made nor where there is not change in usage.
