§ 154.097  POWER PLANT DISTRICT (B-4).
   In the B-4 District, the following buildings and uses are permitted:
   (A)   Any use of the land and buildings be limited to use as a power plant;
   (B)   Any use of the land and buildings comply with all provisions of the chapter as set out more specifically in §§ 154.060 through 154.078;
   (C)   Any use of the land and buildings involving construction or operation be in compliance with any rules or regulations promulgated by the Environmental Protection Agency, State Department of Natural Resources, Occupational Safety and Health Administration, Department of Natural Resources Water Resources Division, State Division of Energy or any other local, state or federal regulatory or other similar agency with jurisdiction over the construction and/or operation of any such project;
   (D)   Any use of the land and buildings in any B-4 classification other than the construction of a road for ingress and egress have at least a 50-foot buffer between that area and any adjacent area with any other zoning classification;
   (E)   Any use of the land and building in any B-4 classification be of such a nature that during operation it can be supplied materials and supplies primarily by rail so as to not cause undue wear and tear or congestion upon the streets of the city. Further, any waste, refuse or other similar matter other than normal sewage from such use should be removed only by rail;
   (F)   Any use of the land and buildings in any B-4 classification will not be approved until a community committee review the construction plans to determine if the aesthetics will not be intrusive to the community. It is further recommended that such a committee be composed of a member of the Planning Commission, a member of the City Council and a citizen of the city. All members would be appointed by Council; and
   (G)   Any use of the land and buildings in any B-4 classification have the same area, height, size, signage or other restrictions as set for B-3 uses in the current chapter.
