(A) This area is intended to provide for the special housing requirements of the elderly populations of the city and the surrounding region.
(B) A building may be erected, altered or used and a lot may be used or occupied for any of the following purposes and no other:
(1) Housing for the elderly; and
(2) Any use permitted in R-2 Town High Density Residential Districts; all area, height and parking regulations which apply to R-2 Districts shall apply to R-3 Districts except when used for housing for the elderly. In such case the maximum number of dwelling units in groups of attached buildings or in multiple dwellings shall be 45 dwelling units. The minimum number of off-street parking spaces shall be one space for each dwelling unit.
