Any dwelling or other building unfit for human habitation due to dilapidation, defects increasing the hazard of fire, accidents or other calamities, lack of ventilation, light or sanitary facilities or other conditions, or any building or structure, whether used for human habitation or not, which because of condition prevailing therein, is unsafe, unsanitary, dangerous or detrimental to the public welfare is declared to be a nuisance, and may be repaired, closed or demolished and such nuisance, abated as provided in this subchapter.
