The following additions, insertions, and changes are hereby made to the State Building Code.
(A) Modify the International Building Code, edition 2015 of the State Code, as follows.
(1) Section 101.1: insert “City of White Sulphur Springs”.
(2) Section 1612.2: insert “City of White Sulphur Springs”.
(3) Section 1612.3: insert “Current FEMA flood zone and floodplain mapping requirements”.
(B) Modify the International Residential Code 2015 (Chapter 11 Deleted) to the State Building Code as follows:
(1) Section 101.1: insert “City of White Sulphur Springs”.
(2) Section R301.2.2 Climatic and Geographic Design Criteria: inserts as follows:
(a) Ground snow load: 30 psf;
(b) Roof snow load: 21 psf;
(c) Wind speed: 90 mph;
(d) Climate zone 5A: energy requirements;
(e) Seismic design category: “B”;
(f) Weathering: “Severe”;
(g) Frostline depth: “30 inches to bottom of footing”;
(h) Termite: “moderate to heavy”;
(i) Ice barrier: underlayment required - “yes”.
(j) Flood hazards: insert “per current FEMA flood zone and floodplain mapping requirements”.
(k) Air freezing index: 1,000; and
(l) Mean annual temperature: 51.9.
(C) Modify the International Property Maintenance Code, 2015 edition to the State Building Code, as follows.
(1) Section 101.1: insert “City of White Sulphur Springs”.
(2) Section 103.5: insert permit fee is $5 per $1,000 of materials and labor. Permit required but no fee for under $2,500 project.
(3) Section 112.4: insert “$50 to $500 fine”.
(4) Section 302.4: insert “ten inches”.
(5) Section 602.3: insert “January 1 to December 31”.
(6) Section 602.4: insert “January 1 to December 31”.
(D) Modify the International Existing Building Code, 2015 edition to the State Building Code, as follows: Section 101.1: insert “City of White Sulphur Springs”.
(E) Modify the International Plumbing Code, 2015 edition to the State Building Code, as follows:
(1) Section 101.1: insert “City of White Sulphur Springs”.
(2) Section 106.6.2: insert “Permit fee is $5 per $1,000 of materials and labor. Permit required but no fee for under $2,500 project.”
(3) Section 106.6.2: insert “100%”.
(4) Section 108.4: insert “$50 to $500 fine”.
(5) Section 108.05: insert “$50 to $500 fine”.
(6) Section 305.4.1: insert “30 inches”.
(7) Section 903.1: insert “12 inches”.
(F) Modify the International Mechanical Code, 2015 edition, as follows.
(1) Section 101.1: insert “City of White Sulphur Springs”.
(2) Section 106.5.2: insert “Permit fee is $5 per $1,000 of materials and labor. Permit required but no fee for under $2,500 project.”
(3) Section 106.5.3: insert “100%”.
(4) Section 108.4: insert “$50 to $500 fine”.
(5) Section 108.5: insert “$50 to $500 fine”.
(G) Modify the International Fuel Gas Code, 2015 edition to the State Building Code, as follows.
(1) Section 101.1: insert “City of White Sulphur Springs”.
(2) Section 106.6.2: insert “Permit fee is $5 per $1,000 of materials and labor. Permit required but no fee for under $2,500 project.”
(3) Section 108.4: insert “$50 to $500 fine”.
(4) Section 108.05: insert “$50 to $500 fine”.
(H) Modify the International Energy Conservation Code, 2009 edition to the State Building Code, as follows.
(1) Section 101.1: insert “City of White Sulphur Springs”. (Residential Energy)
(2) Section 108.4: insert “$50 to $500 fine”.
(I) Modify the International Swimming Pool and Spa Code, 2015 edition to the State Building Code, as follows.
(1) Section 101.1: insert “City of White Sulphur Springs”.
(2) Section 105.6.2: insert “Permit fee is $5 per $1,000 of materials and labor. Permit required but no fee for under $2,500 project.”
(3) Section 107.4: insert “$50 to $500 fine”.
(4) Section 107.5: insert “$50 to $500 fine”.
(J) Adopt the ANSI/ASHRAE/IESNA Standard 90.1 2007 edition to the State Building (Commercial Energy)
(K) Adopt the NFPA 70 National Electric Code 2014 Edition to the State Building Code.
(L) Adopt the ICC/ANSI A117.1 American National Standards for Accessible and Usable Buildings and Facilities 2009 Edition.
(M) Adopt W.Va. Code Title 87, Series 7 - Certification and Continuing Education for Code Officials, Inspectors and Plans Examiners, effective June 1, 2016.
