In the event of the temporary absence or disability of the Municipal Judge, the police clerk and/or the assistant police clerk, after having met all requirements set forth in the W.Va. Code § 8-10-2(a) for Acting Municipal Judge during such absence or disability shall act as Municipal Judge; and such Acting Municipal Judge shall have all and the same powers and authority as the Municipal Judge.
