(A) There is hereby created an Emergency Services Advisory Council, which shall consist of five citizens appointed by Council, who shall advise the Emergency Services Director on all matters pertaining to emergency services.
(B) The members of the Advisory Council shall serve without compensation but shall be reimbursed for the reasonable and necessary expenses incurred in the performance of their duties.
