§ 113.118  LANDLORDS, RENTED AND LEASED PROPERTY.
   (A)   If the property owner rents or leases the property, whether residential or commercial, the fee remains the same. Also, the fee is applicable for all rental units regardless of whether they are rented. A property owner/landlord may recover the cost of the fee as part of the rent or lease payment, but may not require the tenant to pay the fee separately as part of the tenant’s utility bill.
   (B)   Any motel, hotel or inn that rents efficiency apartments/rooms on a weekly or monthly basis will be bill the residential monthly rate per room so rented and also will be billed the commercial rate for the part operating as a motel, hotel or inn.
