Until July 1, 1986, no license fee provided for in this subchapter shall be required in order lawfully to perform any activity for which this subchapter requires a license; nor shall any license fee be imposed for activities prior to July 1, 1986; however, all other provisions of this subchapter shall be in full force and effect from the date of passage of this section.
