§ 113.040  CONSTRUCTION; SEVERABILITY.
   The provisions of this subchapter shall be construed so as to make them consistent with state law and consistent with the correlative statutes providing for state licensing fees. If any section or sections of this subchapter shall, even when so construed, be found to be in violation of the laws or Constitutions of the state or the United States, or shall be found to be an attempted exercise of power not granted to the city, the resulting invalidity of that section or those sections shall not mean the remaining sections of this subchapter shall not be enforced. It is the intent of Council that each license tax imposed herein should be imposed, even if other license taxes provided for herein could not have been imposed.
