In any case in which a license is required by this subchapter, the issuance of the license shall be deemed a prerequisite to the lawful conduct of the activity for which the license is required. Issuance of any license under this subchapter shall not, however, make valid or legal any act not otherwise valid or legal or not otherwise authorized by other provisions of law. Nothing in this subchapter shall authorize any act, activity or ownership not otherwise lawful.
