§ 111.09  LICENSE REVOCATION.
   (A)   Any license issued under the provisions of this chapter may be revoked at any time if:
      (1)   Such person or firm to whom it is issued is guilty of any fraud, misrepresentation or unlawful act in connection with the operation of such carnival or circus;
      (2)   Such person or firm is found to be not fit to engage in such carnival or circus;
      (3)   Such person or firm violates any of the provisions of the ordinances of the city or laws of the state.
   (B)   The Mayor shall effect such revocation. A determination of “not fit” under division (A)(2) above, shall be based upon sufficient facts to indicate that a clear and present danger exists to the public health and safety.
