§ 31.15  VOTING.
   (A)   The Mayor shall be the presiding officer of Council and in his or her absence, the Recorder will preside. The Mayor and the Recorder shall vote on each issue, but the Mayor may choose to vote only in case of a tie vote. The Mayor at the beginning of his or her term shall designate whether he or she will be voting on each issue or only on a tie vote.
   (B)   All elected and appointed public officials of the city shall be required to cast their votes in person. Voting by proxy is not allowed.
