§ 31.02  SPECIAL MEETINGS.
   (A)   Special meetings may be called by the Mayor, the Recorder or two members of Council signing the notice of the call. Notice thereof shall be given to each member of Council, by service on him or her of such notice as legal notices are required to be served or by personal communication to him or her and his or her agreement to attend or his or her acceptance of the notice being obtained, or the notice may be mailed to him or her at his or her post office address two days before the meeting. At the special meeting, as to the members not present, either their acknowledgment in writing of the notice, the return of an officer that the notice was served, or an affidavit of the party serving the notice on him or her, that it was served, shall be filed and noted. If any member is out of the municipality for all of the two days prior to the meeting, so that the notice could not be served on him or her, and an affidavit is filed by some member of Council that he or she verily believes that to be a fact, then no notice shall be required as to the member so absent.
   (B)   Special meetings shall give notice at least three days prior to meeting day. Notice shall contain date, time, place and purpose of the meeting.
