No person except a regularly licensed plumber will be permitted to do any work on any pipes or connection made with the mains of water supply of the City waterworks. Plumbers failing to perform their work according to the established rules and regulations therefor or executing it unskillfully or to the detriment of the waterworks may be disqualified from making connections with the City mains. The City, in its discretion, may appoint or authorize other qualified persons to install meters in the water system.
