The Public Works Supervisor or other authorized officer or employee of the City shall be permitted to enter the premises or buildings of consumers at any reasonable time, upon 48 hours' notice, to examine the water pipes, water meters and fixtures and the manner in which the water is used, except that the provisions concerning time and notice are waived in the event of an emergency. Failure of a property owner to allow entry of authorized personnel for purposes of inspection shall subject the owner to immediate shut off of services and shall be assessed corresponding fees and costs.
