The water rates shall be charged to the owner of the property and, if from any cause, any sums owing therefor become delinquent, the water shall be shut off and in no case shall it be turned on to the same property until the said delinquencies and any turn on or other fee pursuant to a fee schedule which the City may adopt by ordinance or resolution have been paid in full, or until a satisfactory payment agreement has been signed and approved by the Mayor or other designated person.
