§ 8.1.1 PURPOSE; STATEMENT.
   The following rules and regulations are hereby established for the management, control and protection of the City waterworks and City wastewater system. Said rules shall be considered a part of the contract with every person who takes water supplied by the City from the City waterworks, or is connected to the City wastewater system, and every person taking water or using the sewer, shall be considered as having expressed consent to be bound thereby.
