Any person violating the provisions of § 5.5.6 shall be subject to the penalty provided in this code, plus payment of all costs of removal of the minor to the medical facility and all costs assessed by said facility. The law enforcement agency responding to the unattended minor and the City may not be held liable for any damage to the vehicle as a result of any actions necessary to remove the minor from the vehicle.
