§ 3.4.5 CONSENT FOR POSTING REQUIRED.
   It shall be unlawful for any person to post, paint, tack or otherwise attach any handbills, circulars, posters, printed matter or other advertising matter to any fence, wall or building, or other property without first obtaining the consent of the owner of such property. No person shall post, paint, tack or otherwise attach any handbills, circulars, posters, printed matter or advertising matter to any telegraph, telephone, electric or other such poles.
