§ 3.4.2 LICENSE APPLICATION.
   Application for a license shall be made to the City Clerk, together with all necessary information, including, but not limited to, the names of all owners and the business addresses of the same. Upon approval of said application by the City Council, the City Clerk shall issue a license for which a fee as set by Council by resolution shall be paid, per annum.
