(A) The practice of throwing, distributing, scattering and depositing handbills, circulars, posters, printed matter, advertising literature, advertising samples and devices, or similar material upon public and private property in the City, without a City license and a copy of the ordinance from the City Clerk is hereby declared to constitute a public nuisance.
(B) A license shall not be required for the distribution of handbills, posters or other printed materials by or on behalf of any person seeking election to any national, state or local political office in a public election.
