§ 1.6.41 MEETING CALLED TO ORDER.
   The Council shall convene and be called to order by the Mayor, or the President of the Council in the absence of the Mayor, and in the absence of both the Mayor and the President of the Council, by the City Clerk at the time and day designated for the meeting. The Clerk shall proceed to “call the roll” and record in the minutes the names of all members present and announce whether or not a quorum is present.
