§ 1.6.40 PRESIDENT OF THE COUNCIL.
   At the first meeting succeeding the annual election, the Council shall elect one of its members as President of the Council who, in the absence of the Mayor, is the presiding officer and may perform the duties of the Mayor, and in the absence of the President, the Council may appoint one of its members to act in their place.
